The Purchasing Manager is responsible for managing the purchasing function for CRDF Global. Purchasing includes internal organizational purchasing, and funder or program driven purchasing primarily for international partners or grantees. The Purchasing Manager is required to have extensive knowledge and training on the principles, concepts and methodology of purchasing and skill in applying this knowledge to many different, unrelated, and/or nonstandard project activities.
While standard operating procedures are available, the Purchasing Manager applies a knowledge of complex methods, policies and best practices to provide expertise and consultation to stakeholders, develop implementation plans, evaluate compliance and identify control weaknesses. The position requires ingenuity to adapt procedures, techniques and tools to meet project requirements, and capitalizes on understanding of the department to interact with internal and external customers.
Oversees the purchasing function and provides guidance and support to staff conducting purchasing activities
Oversees a portfolio of purchasing activities with high complexity
Plans, organizes, and assigns purchasing resources including developing solutions to problems of varying complexities requiring ingenuity, creativity, and innovation
Establishes the direction for and oversees management of Blanket Purchasing Agreements or other purchasing vehicles
Manages export control compliance policy and procedures, including export licensing
Analyzes supplier data and possesses ability to effectively communicate results at all levels
Oversees purchasing agreement negotiations for best value, delivery schedule, and Terms and Conditions
Places a strong emphasis on regular communications with suppliers, including establishing executive level relationships
Provides high quality, timely support to internal customers and suppliers
Trains and develops staff, including training of internal customers throughout the organization
Implements policy and procedural enhancements that will improve the efficiency and effectiveness of purchasing
Other duties as assigned
5+ years of experience in procurement or purchasing in a USG funding environment including familiarity with operating under various types of federal contracts and grants
Experience in leading and coordinating functional teams
Must have exposure to international markets and the ability to navigate in challenging global regions
Working knowledge of US export control regulations and licensing
Knowledge of USAID/AIDAR, Federal Acquisition Regulations (FAR) or 2 CFR 200 preferred
Industry-specific training or certifications preferred
Strong knowledge of Global Supply Chain industry, strategic sourcing concepts and best practices
Proficient knowledge of Microsoft Office Suite (Word, Excel, PowerPoint)
Solid analytical, verbal & written communication skills
Demonstrated successful negotiations and ability to analyze complex pricing strategies to establish a negotiation position
Ability to showcase exemplary customer service skills is a must
Effective communication skills, including experience working with international partners
Strong critical thinking and analysis, planning and problem-solving skills
Demonstrated ability to work independently and to adapt quickly to new challenges
Self-motivated, demonstrated sense of urgency, ownership of tasks and accountable
High level of organization and attention to detail
Working knowledge of Deltek/Costpoint Purchasing module is preferred
U.S. work authorization
Bachelor’s Degree in Supply Chain Management, Business, Finance or related field
Advanced degree preferred
