This is a lead buyer/procurement professional position leading a small team of up to three staff members through the County’s established procurement process. Each team is tasked with a high volume of procurement workload including conducting competitive Invitation for Bids (IFBs) and Requests for Proposals (RFPs) in addition to emergency, sole source, and small procurements as assigned. This position reports directly to the Assistant Purchasing Agent and will be responsible for efficient and effective procurement of their procurement teams operation. This procurement work consists of large-scale purchasing and contracting for materials, supplies, equipment, and services. The Senior Procurement Professional is responsible for leading their own procurement negotiations and mentoring more junior buyers on their team. They will supervise over the performance of junior buyers and the assigned support staff to ensure the team’s procurement workload is being successfully and efficiently progressed. The Senior Procurement Professional is responsible for reporting issues and concerns up to the Assistant Purchasing Agent.

NATURE AND VARIETY OF WORK
Work involves responsibility for supervising and coordinating commodity group teams, conducting research as a preliminary to and basis for negotiations of contracts, and the analysis and development of improvements in bid invitations, specifications, and other features of procurement practice. Work is required to be performed in conformity with applicable laws and regulations, but the employee of this class is expected to proceed with substantial independence in evaluating existing practices and procedures and in identifying and exploiting opportunities for improvements therein. Work is subject to review by the Purchasing Agent where significant procedural changes are involved, but work is appraised primarily in terms of quality of constructive work in strengthening the effectiveness of procurement operations. | | | | | | | |
