Under the direction of the Chief Procurement Officer or Department Manager, Procurement, or designee, is responsible for the procurement of a wide variety of complex operating and capital funded services, materials, and equipment in accordance with federal, state, and local regulations and Pace policies and procedures.
Responsible for full cycle procurement:
Develops scope of work with users for complex RFP or RFQs
Conducts research and cost and price analysis
Creates purchase and change orders and addresses contract compliance issues
Assists and educates department users regarding Pace procurement procedures and FTA rules
Ensures documents are posted properly for bid
Identifies evaluation committee members and oversees the process of vetting proposals and/or quotes
Prepares documents for presentation to Executive Management, Board of Directors, and others
Facilitates selection of vendor and contract negotiations (including termination, when necessary)
The successful candidate’s education and experience will include:
A bachelor's degree in business or related field
A minimum of three to five years of senior mid-level public procurement/contracting experience including prior transit procurement experience
Good work history
Experience procuring construction services and architectural and engineering services is preferred
NIGP, NCMA, NASPO or ISM certification is preferred
Required Knowledge, Skills and Abilities
Extremely detail oriented with a demonstrated aptitude for mathematics
Aptitude for comprehending rules, policies, regulations, and requirements including the Brooks Act and the Davis-Bacon Act, and correctly applying them to each procurement
Demonstrated ability to work independently, efficiently, and successfully on numerous projects simultaneously to meet all deadlines
Possess and demonstrate excellent interpersonal, written, and oral communication skills
Ability to effectively gather data from a variety of sources for determining best option(s), problem-solving, and making sound decisions
Ability to maintain confidentiality
Intermediate proficiency with Microsoft suite applications including Outlook, Word, and Excel and with ERP systems including Oracle and People Soft
Must be able to:
work in a professional office environment using a computer, laptop or tablet, monitor and printer for most of the workday
lift up to 10 pounds
