The position directs the activities, budget and staff for Procurement and Logistics functions including requisitioning, purchase order placement, sourcing of products, order expediting, contract management, item master and vendor master maintenance clean-up, transportation of supplies from vendors/distributors, internal distribution of supplies, management of inventory, appropriate staging of products for consumption, and product disposition. The position is responsible for the coordination of all transaction management activities and must work effectively to ensure that the efficiency and effectiveness of transactions is maximized while ensuring that the appropriate communication is initiated and coordinated with key stakeholders and monitored to ensure success. The position will work collaboratively to optimize operational performance while ensuring that clear and documented control parameters are met.
Responsibilities
1. Directs the activities, staff and budget for Procurement and Logistics functions including requisitioning, purchase order placement, sourcing of products, order expediting, contract management, item master and vendor master maintenance clean-up, transportation of supplies from vendors/distributors, internal distribution of supplies, management of inventory, appropriate staging of products for consumption, and product disposition. Supervise staff, conduct annual reviews, develop annual budget information, and ensure compliance to budgeted expenses.
2. Coordinate information system capabilities, reports, knowledge of new or developing software applications and other technology used in supporting procurement and logistics operations and implement these where feasible. Maintain current software and hardware and train staff to use it at a level that assures productivity is maintained at a minimum of steady state.
3. Document, analyze and develop improvement opportunities in the business processes. Assure compliance to policies and procedures related to procurement and logistics processes.
Specific objectives include: • Identify, implement and monitor activities against bench mark practices and industry targets. • Identify areas for process improvement and implement process changes.
4. Participates in annual and periodic audits including external financial, administrative cost, OIG, Medicare and Medicaid, etc.
5. Establishes and maintains an effective internal control environment within the procurement/logistics function. Ensures compliance with applicable regulatory requirements.
6. Demonstrates ability to provide care or service while adjusting approaches to reflect developmental level and cultural differences of population served.
7. Completes all initial and annual required learning relevant to the role.
8. Complies with all relevant laws, regulations, and policies.
9. Other duties as assigned.
Education / Accreditation / Licensure (required & preferred): BA/BS in Business or 10 years related experience
Experience (required and preferred): Minimum of five years Supply Chain experience in a leadership role
