Minnkota Power Cooperative is seeking applicants for the position of Supply Chain Manager in the Procurement Department at our headquarters in Grand Forks, North Dakota.
The Supply Chain Manager directs the supply chain functions for Minnkota Power Cooperative, Inc. (Minnkota) and is responsible for the management of the Procurement department. This position develops and implements strategy for the procurement of all materials, equipment, and contract services for the Cooperative. In addition, this position oversees inventory and warehouse facilities.
The pay range for this position begins at $133,647 per year. Appropriate compensation will be determined based on a candidate's skills, education, and any previous relevant experience.
Essential Responsibilities
Departmental Management Responsibilities
Responsible for the direction of departmental initiatives, goals and objectives
Responsible for providing support, direction and development of employees within their assigned department(s) to achieve both short- and long-term initiatives
Sets goals, monitors work, and evaluates results to ensure that departmental and organizational objectives and operating requirements are met and are in line with the needs and mission of the organization
Oversees assigned cost center(s), budgeting, expense accounting, and payroll processes
Manage and coordinate procurement activities
Develop and implement procurement policies and procedures
Educate requisitioners and others on the advantages of a well-coordinated, reliable, proficient, and centralized Procurement Department
Provide oversight and leadership for strategic supplier research, alliances and major negotiations of the Cooperative
Coordinate with other departments on processes and projects to work effectively and efficiently as an organization
Subject Matter Expert for Cyber Security-Supply Chain Risk Management
Manage development and maintenance of procurement modules in ERP system
Oversee scrap and salvage process
Manage Cooperative credit card program
Develop and report on supply chain metrics/key performance indicators (KPIs) including overall supply chain performance or disruptions
Administer federal funding processes and procedures
Direct required team response for emergent work, including after-hours coordination, as needed
Monitor and administer contracts
Contract documentation development in accordance with policies and procedures and along with RUS guidelines
Review all contracts and purchase orders exceeding approved thresholds to assure compliance with policies and procedures
Maintain relationships with outside suppliers and contractors along with other key sources outside the Cooperative
Resolve supplier and contractor issues
Monitor and administer inventory
Develop policies and procedures that assure Minnkota is maintaining an optimum inventory level from both a cost and service perspective
Manage inventory assembly and kitting process
Direct and review inventory counts
Ensure warehouse facilities are secure and maintained in a safe, orderly, and clean condition
Coordinate auditor inventory verification, if applicable
Oversee various inventory transactions, including obsolete and excess materials
Develop and report on inventory metrics/key performance indicators (KPIs)

Job Qualification Standards
Education and Training
Position requires a bachelor’s degree in supply chain, business, accounting, or related field
Must maintain a valid driver’s license.
Experience
Minimum 10 years of experience in purchasing/buying, contract administration or related industry experience
Thorough understanding of supply chain management practices including procurement, warehousing and logistics
Certified Professional in Supply Management (CPSM) preferred
Supervisory experience required
Proficiency with negotiations, contracts, and analysis
Federal funding procurement/contracting experience preferred
